Welcome to our Consultation Website and thank you for taking this time to view our emerging proposals for Newlands, south Fareham.

In February 2014 Hallam Land Management Ltd (HLM) submitted an application for 1550 houses, a new health centre, a primary school, a public house / family restaurant and Green Infrastructure, to include public open space, equipped children’s play space, meadows, structural planting and allotment gardens on land to the south of Longfield Avenue, Fareham. This application is yet to be determined due to the requirement of further technical work. A copy of the application masterplan is available as a download or can be viewed on the Fareham Borough Council website found here.

Following extensive further consultation with Fareham Borough Council and Hampshire County Council, HLM now propose to alter proposals for Newlands and to submit a new outline application.

The revised development includes the following changes :

  • A reduction in the number of houses from 1550 to 1100 dwellings, ranging from 2 bed apartments and 2 to 5 bedroom properties, in a range of style and a mix of tenure.
  • The location of the proposed Stubbington Bypass has been altered to reflect the County Council’s preferred route. As a consequence the playing fields previously proposed to the south of the bypass have been brought to the north and now feature as a destination at the end of the High Street. In addition the number of access points proposed between the development and the bypass have been reduced from 3 to 1. The Stubbington Bypass is now the subject of a current planning application.
  • Additional playing fields have been included within the proposals, increasing the amount of public open space from 59% of the total development to 66%.
  • The High Street has been redesigned in order to promote pedestrian priority and to extend the public square against Longfield Avenue south into the development. Additional uses are proposed along the High Street to include a small arcade of shops and a care home. Furthermore the proposed school has been relocated further to the north opposite the health centre and adjacent to Longfield Avenue. The school and health centre are to be configured in order to frame the public square proposed between them.
  • The allotments have been moved alongside Peak Lane in response to questions about access and concerns that allotments would suffer from vandalism and neglect if they are too far from proposed new housing. A new dedicated area for allotment parking has also been included within the revised scheme.
  • Further discussions with Hampshire County Council concerning streetscape enhancements along Longfield Avenue and Bishopsfield Road are ongoing. Current proposals are available on the Amended Proposals page or as a download.
